ESD project moves forward

Santo Fire Chief David Hubbard once again presented information Tuesday to county commissioners concerning the creation of a second county emergency services district.

The proposed district would serve the southeast portion of Palo Pinto County.

He initially recommended the sales tax-supported ESD as a way to more efficiently deal with emergency calls in the area, though disagreements over the proposed response map emerged between Santo and Tri-City EMS officials.

In the interim, commissioners approved a response map, prompting Hubbard’s appearance this week.

“We’re here to ask commissioners court to accept a petition we filed to create Palo Pinto County ESD #2,” he said.

He said the project would be funded in large part by the thousands of individuals who pass through the area each day.

“We would go after sales tax money, not ad valorem,” Hubbard said. “The end result is we get to provide better service to our citizens.”

With unanimous approval of commissioners, the first public hearing on the issue is set for July 8.

Voters will tentatively be able to weigh in on the creation of a second ESD in November elections. If successful, a subsequent election next year would address funding the project.
