PPC sets minimum mobile home rules

PALO PINTO – Palo Pinto County Commissioners Monday conducted a public hearing and unanimously approved a set of minimum standards for mobile home rental communities. Commissioners began discussing the issue in February.

County Judge David Nicklas initially tasked the county’s engineering department with compiling the guidelines and Monday’s public hearing was the final step before commissioners could vote on the proposal.

No one from the community spoke in favor or against the standards and Nicklas took time to explain the basic requirements included therein.

“It doesn’t apply to RV parks,” he explained, “only owners of commercial rental mobile home parks.”

The approved standards went into effect immediately, he added, noting those who already own such mobile home communities are exempt from the regulation.

In compliance with the standards approved Monday, new owners will be required to submit a $250 application fee, he added.

Following remittance of the fee, Nicklas explained the county’s public works director and the applicant’s respective commissioner will go to the property for an inspection.

Prospective rental community owners will also be required to provide three copies of an infrastructure development plan completed by a licensed professional. Nicklas added several issues must be addressed in the report, including acreage, property lines, location and dimension of parking spaces, floodplain mapping, drainage, and layout of streets – which must be privately maintained.

Additionally, the county will now require a letter from applicants showing utility providers have agreed to serve the community.

The approved plan provides for minimum road standards, which include regulation on signage and minimum width of streets.
