Texas cities bear more costs

Responding to a recent statewide study, City Manager Lance Howerton explained local budgets have been forced to foot a larger portion of public works costs in recent years.

The study, conducted by the state Comptroller of Public Accounts, indicates Texas cities have seen local debt increase over the past decade as state resources have decreased their funding of infrastructure improvements.

Howerton explained Mineral Wells has felt the impact of such increased budgetary demands.

“I don’t think there’s any question about that,” he said. “Over the past 20 or 30 years, we’ve seen a lot more mandates come down from the federal or state government that ultimately rests on local government to take care of.”

While the city must meet the requirements of those mandates, he said the money to do so is often insufficient.
