Mineral Wells City Council is scheduled to meet in regular session at 6 p.m. Tuesday in the council chambers at 115 S.E. 1st St. Council is also scheduled to meet in a special Wednesday session also at 6 p.m. The agendas are as follows:

TUESDAY, DEC. 4

• Call to order.

• Invocation – Brandon Jordan of Pulse Ministries of Mineral Wells.

• Pledges of Allegiance to the U.S. and Texas flags.

• Receive a presentation administering the Oath of Office and badge pinning ceremony for newly sworn personnel, the first graduate from the Mineral Wells Police Officer Recruit Program, in the Police Department.

CONSENT AGENDA

1. Consider and take action on approval of minutes of meeting held November 20, 2018.

2. Consider and take action on approval of budgeted expenditures over $500.

3. Consider and take action to approve appointments/reappointments to the Palo Pinto County Municipal Water District No. 1 Board of Directors.

INDIVIDUAL ITEMS

4. Conduct a Public Hearing to consider and take action to approve a replat of 1.68 acres, being Lots 1, 2, 3, 4, 5 of Block 20 of the Pasadena Heights Addition, Mineral Wells, Palo Pinto County, Texas, to Lots lR, 2R, and 3R, Block 20 of the Pasadena Heights Addition, Mineral Wells, Palo Pinto County, Texas.

5. Conduct a Public Hearing to discuss, consider and take action regarding an ordinance amending the City of Mineral Wells Zoning Ordinance to adopt regulations relating to the sale of all alcoholic beverages, including mixed beverages, within the city in various zoning districts, providing Use Regulations, and providing other appropriate regulations for the orderly regulation of land within the City of Mineral Wells.

6. Consider and take action on recommendation of Award of Bid in the amount of $279,491.38 to Z.T. Jackson Construction Inc. on the TxCDBG Program No.7217319 for Water System Improvements.

7. Consider and take action authorizing the City Manager to execute a Professional Services Agreement with Bureau Veritas for Plan Review and Building Inspection Services.

8. Consider and take action regarding an agreement with CGI Communications Inc. for video recording services.

9. Consider and take action on re-authorization for the procurement of an Environmental Consultant to develop the application and submission of a Texas Community Development Block Grant for a Texas Capital Fund Application.

10. Consider and take action on a resolution of the City Council of the City of Mineral Wells, Texas, affirming the authorization and approval of the Council for the Mayor to execute a contract for the professional administration of a potential application through the Texas Department of Agriculture for the Texas Capital Fund.

11. Consider and take action regarding the selection of an appraiser to assist with the application and submission of a Texas Capital Fund Application and authorize the Mayor to execute associated contractual documents.

12. Consider and take action regarding the selection of a surveyor to assist with the application and submission of a Texas Capital Fund Application and authorize the Mayor to execute associated contractual documents.

13. Consider and take action to adopt a resolution designating an Engineering Service Provider to complete application and project related engineering services for the Texas Department of Agriculture's 2019-2020 Texas Community Development Block Grant funding.

14. Consider and take action adopting a Citizen Participation Plan that ensures all citizens should have "meaningful access" to all aspects of a Texas Community Development Block Grant project.

15. Consider, discuss and take action approving a resolution on the appointment of a City representative to serve on the North Central Texas Emergency Communications District Initial Board of Directors.

16. Consider, discuss and take action on approving a resolution adopting policies and procedures related to executive session certified agenda and/or recordings.

17. Consider, discuss and take action on a citizen complaint against Mayor Christopher Perricone.

EXECUTIVE SESSION

• Deliberation regarding the appointment and duties of a public officer or employee: City Manager.

• To consult with attorney regarding pending litigation or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with ch. 551 of the Texas Government Code: (i) City of Mineral Wells v. Hanks, Cause No. C48039, 29th Judicial District Court.

• Strategic Government Resources Contract for Interim City Manager Services and Executive Search.

• Citizen complaint against Mayor Christopher Perricone.

OPEN SESSION

In accordance with Texas Government Code, Chapter 551, the City Council will reconvene into Regular Session to consider action, if any, on matters discussed in Executive Session.

20. Discussion on executive search for City Manager conducted by Strategic Government Resources.

21. Discussion on economic development tools and incentives.

22. Consider, discuss and take action on an ad valorem tax abatement incentives agreement with American Precision Ammunition, LLC.

23. City Council discussion with staff concerning any actions required by City Staff as a result of any item on tonight's agenda.
